The BMS is just a fancy switch which will protect the battery. It might protect the battery when it measures a current which is too high or when a cell voltage is too low. If it charges OK, now try it on the bike and make sure it discharges OK.Assuming all connections are good, that could be because the BMS won't allow a charge because it detects a fault in the cells but likewise the BMS could have developed a fault with the same result.
